What is an Electrical DNO, IDNO or Asset Value
Getting a New Electricity Supply for Your Development
When planning a new development that requires an electricity supply, one of the first steps is to check if there’s available network capacity in your area. This involves contacting the local Distribution Network Operator (DNO), the organisation responsible for owning and managing the electricity infrastructure in your region. They will also take ownership of any new cables or equipment installed as part of your connection.
But the DNO isn’t your only option. Independent Distribution Network Operators (IDNOs) can also adopt and maintain newly installed electricity networks. Below, we explain the key differences and roles of both DNOs and IDNOs, so you can make an informed decision for your project.
What Does a Distribution Network Operator (DNO) Do?
DNOs are licensed companies responsible for the electricity distribution network that links the national transmission grid to homes and businesses. There are 14 regional DNOs covering different parts of England, Scotland, and Wales.
Their responsibilities include:
- Owning and maintaining local infrastructure such as substations, underground cables, and overhead lines
- Fixing faults and restoring supply in the event of power outages
- Taking over (or ‘adopting’) any new network assets when a new supply is installed
DNOs operate under licences issued by Ofgem, the UK energy regulator, and work within a designated service area.
What is an Independent Distribution Network Operator (IDNO)?
IDNOs function similarly to DNOs in that they own and operate electricity distribution infrastructure. However, they specifically manage new network extensions, such as those built to serve housing developments or commercial sites, which connect back into the main DNO network.
Unlike DNOs, IDNOs don’t have defined regional boundaries and can operate across the country. They are also regulated by Ofgem and must comply with specific licensing conditions.
How Do Energy Suppliers Fit In?
It’s important to distinguish between energy suppliers and network operators. Your energy supplier is the company that bills you for electricity usage. They do not own or maintain the infrastructure. When a new supply is installed, the supplier is responsible for arranging the installation of the electricity meter.
How DNOs and IDNOs Are Funded
Both DNOs and IDNOs generate income through Distribution Use of System (DUoS) charges. These are included in your energy bill and paid to the network operator via your energy supplier.
Choosing Between a DNO and an IDNO for a New Connection
Whether your new supply is managed by a DNO or an IDNO, both are equally accountable for the ongoing operation and maintenance of the network.
If you choose to have the DNO handle the installation of your new supply, then only the DNO can adopt the connection. However, if the installation is carried out by an Independent Connections Provider (ICP) like, our ICP team, then you have the flexibility to have the network adopted by either the DNO or an IDNO.
One key benefit of working with an Independent Distribution Network Operator (IDNO) is the Asset Value payment, a financial contribution provided by the IDNO once the new supply is energised.
